Good evening, Victoria! From Halloween arriving early at Uptown to a dramatic rescue off Vancouver Island, there’s plenty happening today.
Spirit Halloween has returned to Uptown after spending the past several years at Tillicum Centre, this time taking over the former Forever 21 location.
