Capital Regional District looks to borrow funds for wastewater projects

The Capital Regional District (CRD) has launched an Alternative Approval Process (AAP) to borrow up to $34.84 million for wastewater system upgrades. 

In order to borrow these funds, the CRD must receive elector approval. AAPs such as this one are initiated whenever the CRD seeks to borrow significant amounts that equate to more than $150 per capita. 

In this case, the capital funding would be used for wastewater system upgrade projects planned for the core area and western communities service. Victoria, Esquimalt, Saanich, Oak Bay, View Royal, Langford, Colwood, Xwsepsum Nation and Songhees Nation would all see their wastewater systems upgraded if the AAP is approved. 

The CRD hopes to help maintain reliable wastewater services and ensure critical infrastructure continues to operate safely and effectively through these upgrades.

Furthermore, the borrowed capital funding would support the proactive renewal of aging infrastructure, reducing the risk of system failures, preventing environmental impacts, regulatory non‑compliance and costly emergency repairs. 

Specifically, sewers, manholes and chamber repairs and upgrades would be conducted, along with shoreline trunk sewer upgrades. 

The funds would also go to the Pump Station Renewal Program and the design, planning and air quality modelling for introducing carbonisation technology at the Residuals Treatment Facility. 

Currently, the CRD has already borrowed over $100 million for the core area wastewater capital plan. Of that, up to $59.29 million is planned to be funded through borrowing. 

The $34.84 million the CRD is seeking approval for is needed for further renewal and upgrade initiatives.

The CRD will be able to borrow the funds they seek, unless at least 10% of electors in the service area indicate they oppose the loan. 

If over 10% object, the service could only be considered with the support of a referendum.

There are 25,259 electors in the affected area. 

The AAP response period began on Thursday, June 18th, and electors have until July 31st to respond either for or against the borrowing. 

The AAP results will be reported to the CRD board on September 9th.
