A 42-year-old Victoria man has been sentenced to six and a half years in jail after pleading guilty to multiple child exploitation offences following a complex investigation by VicPD.
Clayton Thomas Fletcher was sentenced on March 27th, after entering guilty pleas to possession of child pornography, importing or distributing child pornography, and sexual assault.
The investigation began on April 14th, 2024, when VicPD received a report from a witness in Calgary indicating that a Victoria man was in possession of child pornography.
Two days later, Fletcher was arrested by VicPD detectives. Search warrants were executed at two residences and on his vehicle, leading to the seizure of multiple digital devices.
Police said subsequent forensic examination of these devices uncovered nearly 2,500 images and videos classified as Child Sexual Abuse Material (CSAM). Among the files was a video filmed and distributed by Fletcher depicting himself sexually assaulting an unresponsive 17-year-old girl.
Further investigation revealed that Fletcher had engaged in sexually explicit conversations via the messaging app Telegram with two individuals based in the United States.
One user, who claimed to be a teenage girl, had been in communication with Fletcher for over two years. During this time, they exchanged CSAM and discussed disturbing sexual content, including abuse of animals.
The second user was an adult man, also involved in CSAM exchanges with Fletcher. Both individuals have been referred to US law enforcement for further investigation.
“This was an impactful, complex, and particularly challenging investigation, and our hearts go out to the victims of this man and their families,” said VicPD Deputy Chief Jamie McRae.
“It was very important for the survivors, the families, and the wider community that we put significant resources into building a solid case to present to Crown and the Court, and I am very proud of the teamwork that brought this case to fruition.”
Charges against Fletcher were approved on October 10th, 2024. As part of his sentence, he was also given a 10-year ban on owning firearms, ordered to submit his DNA to a national database, placed on the national sex offender registry for 20 years, and had the items seized during the investigation taken away permanently.
“It’s difficult for those involved to be exposed to this type of content, especially at this level,” McRae added.
“While we’ve ensured that our officers have the support they need to process this, we hope knowing that he is going to jail will help everyone who has been involved in these horrific events.”
VicPD says the work to protect children and hold offenders accountable is ongoing through the recently established Capital Regional District Internet Child Exploitation (CRD ICE) Unit.
Formed in 2024, CRD ICE is British Columbia’s first integrated regional ICE team, consisting of members from VicPD, Saanich Police, Oak Bay Police, and Central Saanich Police. Since its formation, the unit has conducted approximately 150 investigations related to child exploitation and internet-based offences.
