The District of Saanich is calling on residents to help shape the next chapter of Panama Flats and will be holding an open house this week.
Following over a decade of evolving use and shifting community priorities, the District is refreshing its concept plan and wants public input to help guide the process.
Locals will get their first look at the updated vision during an upcoming open house on Wednesday, June 25th, from 6:30 to 8:30 p.m. at Northridge Elementary School’s gymnasium (4190 Carey Road).
The draft plan builds on earlier community feedback and new conversations with local First Nations. It explores ways to balance conservation, recreation, stormwater management, small-scale agriculture, and neighbourhood needs.
Once centred around a large-scale farming vision that never came to fruition, Panama Flats is now being reimagined with today’s priorities in mind — including biodiversity protection, public access, and ecological resilience.
“We know Panama Flats is a special place for many people,” said Saanich Parks in a release. “This is your chance to help shape what it becomes.”
A shift from the past
The District acquired Panama Flats in 2011 with the goal of managing floodplains, improving environmental protection, and providing future park space. A concept plan was developed in 2014 with a strong focus on agriculture, but that vision stalled when drainage and infrastructure costs proved too high.
Since then, the area has remained a popular destination for birdwatching, walking, and enjoying open green space — even without formal development.
What the new plan looks at
This latest update takes a broader look at how Panama Flats functions within the community today. Some of the key areas of focus include:
- Environmental protection – How to preserve and enhance the area’s fish, bird, and rare plant habitats
- Stormwater management – Maintaining Panama Flats’ key role in handling runoff and seasonal flooding
- Community recreation – Exploring ways to improve access and amenities without harming sensitive ecosystems
- Cultural collaboration – Identifying opportunities to include traditional Indigenous practices and uses
- Neighbourhood impact – Addressing concerns like organic debris odour and overall site maintenance
The District said feedback gathered at the open house will help refine the plan before it’s brought to Saanich council later this fall. An online questionnaire will also open following the event.
