The Independent Investigations Office of BC (IIO) has concluded its investigation into the death of a Central Saanich police officer whose body was discovered near Shawnigan Lake on December 18th, 2024—just one day after he was charged with sexual assault.
According to the IIO, the officer, identified as 43-year-old Matthew Ball, was found deceased in a forested area by RCMP. His death has been confirmed as self-inflicted.
Ball had been arrested a day earlier alongside fellow Central Saanich Police Service (CSPS) officer Ryan Johnston, after an investigation conducted by the Vancouver Police Department (VPD).
The two officers were accused of independently sexually assaulting a vulnerable young woman they met while on duty.

The charges followed a request from Central Saanich Police Chief Ian Lawson in October 2024, who referred the matter to the Office of the Police Complaint Commissioner. The VPD took over the investigation to ensure independence.
Ball and Johnston were arrested on December 17th with the help of the Victoria Police Department and the Greater Victoria Emergency Response Team. Both were released later that day following a mental health assessment.
Ball was found dead the next morning, prompting a concurrent investigation by the IIO, which examines incidents involving police where there has been serious harm or death.
After reviewing witness statements, police reports, medical documentation, and CCTV footage, the IIO’s Chief Civilian Director concluded there was no indication of negligence in Ball’s care after his release, and no evidence suggesting any officer committed an offence.
As a result, the matter will not be forwarded for charges.
At present, the Shawnigan Lake RCMP, IIO, and BC Coroners Service are all involved in investigations related to Ball’s death. Meanwhile, the VPD continues to oversee the criminal case involving the sexual assault charges.
