Colwood councillor reprimanded for misconduct involving local developer

An independent investigation has found that Colwood Councillor Kim Jordison broke the City’s Code of Conduct when she was speaking to a developer about purchasing a home while the project was still before council. 

Colwood’s Code of Conduct was passed in November 2025. It is meant to set standards of behaviour for councillors and to outline a fair process for reviewing alleged breaches. 

According to the City, council members met in closed meetings on September 10th and 18th to consider the findings of the investigation of Jordison’s conduct. 

“The investigation found that Councillor Jordison had an interest in purchasing a home or property in the proposed development and communicated with the developer while the proposal was before Council,” reads a City of Colwood media release. 

“The Fairness Advisor concluded that these communications created a perceived conflict of interest and that she did not address that perception by recusing herself from Council’s consideration of the proposal.”

According to the City’s Code of Conduct, council members must identify and disclose real, perceived or potential conflicts of interest and recuse themselves from those discussions.

The Colwood council reportedly tried first to resolve the matter with Jordison, but when the matter was not resolved, a formal complaint was referred to an independent Fairness Advisor for investigation.

The cost to the City to have this investigation conducted and presented came to a total of $124,233, which is to be paid from the City’s legal budget.

The rest of city council has ultimately determined through a unanimous decision that the finding requires a formal response and consequences, which include:

• A formal written reprimand or censure of Councillor Jordison which will be recorded in a council meeting 
• Council will consider restrictions on Jordison’s participation in discussions or votes directly related to the breach for a defined period
• Jordison will be removed from council committee appointments, both internal and external, and from all acting mayor duties for a period of 24 months

Additionally, because the matter has become public knowledge, council has agreed to release all findings of the investigation to the public. 

The City says that this is not the first investigation into a breach of conduct by Councillor Jordison. 

Another decision and investigation report into her misconduct were not released publicly at the time, but in light of this most recent investigation and misconduct, the complainant has requested that the information be released.

Given the two investigations and their results, council has agreed to release all information about both to the public.

The prior investigation found that Jordison “engaged in unprofessional and disrespectful communications” with two members of the public at the 2023 Colwood Eats and Beats Beach Party. 

Furthermore, she was found to have “engaged in retaliatory actions” against the complainant, including seeking personal information about them such as their employment information and address with the intent being intimidation.
