As the District of Saanich works on refining the Quadra McKenzie Plan, staff are also seeking feedback on the Draft Tillicum Burnside Plan (TBP) to create a vision for the neighbourhood’s future.
To do so, the District is inviting residents, businesses, property owners and community members to review the TBP and help be a part of the process for refining the strategy.
The plan was developed using earlier community input, technical analysis and the direction provided by council.
By creating this draft plan, the District hopes to bring more opportunities for diverse housing and update land-use policies to support mixed-use buildings.
The plan also seeks to prioritize safety and mobility upgrades along Burnside and Tillicum Roads with a continuous Waterway trail, improve access to the Gorge Waterway and Curtis Point and establish a new greenway connection along Millgrove and Seaton Streets. This greenway will effectively connect the Gorge Waterway to the Galloping Goose Trail.

District staff say they will take all feedback into consideration in order to guide the draft plan process.
Feedback from residents and businesses will guide the neighbourhood’s future growth, housing, transportation, public spaces and amenities.
An online survey is now live, and there are several engagement sessions planned to help provide information on the plan and gather feedback in person.

The online survey will be open from Tuesday, May 12th to Saturday, June 13th.
In addition to these engagement opportunities, there will also be some neighbourhood pop-ups to provide information.
The information gathered from this engagement campaign will help shape the proposed plan before it is presented to Saanich council for consideration in late 2026.
