Victoria exceeds provincial housing targets for second consecutive year

For the second year straight, Victoria has exceeded housing goals set by the BC government. 

This week, Victoria’s council will review the City’s progress report on the provincial housing targets that were assigned in September 2023. 

Unlike Saanich, who are behind on their housing targets, the City of Victoria has surpassed their mandated targets for the second consecutive year. 

According to a City staff progress report, 882 new units were built to completion between October 1st, 2024 and September 30th, 2025. 

Victoria’s target for this time period was set at 766, meaning the City was able to surpass their goal by 116 units. 

The City’s quota for the first year of housing targets was set at 659 new units, and during that time, the City was able to complete 1,477 net new units. 

Now that two years have passed since the housing targets were mandated, Victoria reports that 48% of the five year target of 4,902 new units has been completed. 

Victoria was one of the first 10 communities identified for need of assigned housing targets by the Province, along with fellow Vancouver Island municipalities Saanich and Oak Bay. 

Saanich’s housing target was set at 4,610 units, while Oak Bay was tasked with building 664. 

Both Saanich and Oak Bay are behind on meeting their housing targets for the second consecutive year. 

As of September 30th, 2025, the District has been able to complete 810 net new units, when they should have built 1,041 by this point. 

Meanwhile, Oak Bay should have completed 198 new units by now, but have only been able to build 34. 

Following the first round of housing targets being doled out by the Province, more Vancouver Island municipalities have also been identified to build a targeted amount of new housing, including Nanaimo, Central Saanich, Esquimalt, Sidney, North Cowichan, North Saanich and View Royal. 

The fourth round of targeted municipalities is forthcoming, according to the Province.
