Oak Bay Police are stepping up patrols at Willows Beach after a reported incident over the weekend raised concerns about public safety at one of the community’s most popular gathering spots.
On Saturday, July 5th, around 2:20 p.m., a beachgoer reported witnessing a man engaging in sexually explicit behaviour near the boardwalk.
The suspect left the area before officers arrived.
He’s described as a man in his 30s or 40s with a medium-dark complexion, short black hair shaved on the sides, wearing black shorts and a blue t-shirt.
“Public spaces such as beaches and parks are meant to be safe and welcoming for everyone,” police said in a release. “Acts of public indecency are illegal and can result in criminal charges.”
In response, Oak Bay Police have increased their presence at Willows Beach and surrounding areas to help ensure the safety and comfort of all visitors.
Between June 30th and July 6th, Oak Bay Police responded to 82 calls for service, including a collision, fraud, thefts, and reports of suspicious activity.
On July 2nd, a single-vehicle collision in the 2200 block of Cedar Hill Cross Road resulted in a car flipping onto its side.
A 77-year-old woman struck two unoccupied parked vehicles before her vehicle rolled. She sustained minor injuries and was taken to hospital for assessment. There were no signs of impairment, and she was issued a ticket for driving without consideration.
One of the damaged vehicles had to be towed from the scene.
In another incident, a resident was defrauded after receiving a phone call from someone posing as a representative from a financial institution.
The caller directed the victim to a fake website, which ultimately led to unauthorized withdrawals from two bank accounts. The financial institution is investigating.
Police remind the public to be wary of unsolicited calls and to consult the Canadian Anti-Fraud Centre to stay informed on current scams.
On July 5th, two bicycles were reported stolen from a home in the 900 block of Foul Bay Road. One is a navy blue Fuji Track single-speed racer with a red rear tire and pedal straps; the other is a green Opus Ivan town bike with a bell.
Police also responded to a pair of reports involving suspicious individuals spotted on private property.
In the early hours of July 5th, a man was captured on security footage entering multiple backyards in the Deal Street and Linkleas Avenue area between 2:45 a.m. and 5:30 a.m. He was described as wearing a blanket and carrying a hockey stick.
Police have increased overnight patrols in the area.
Then on July 6th at 4 p.m., a homeowner in the 3900 block of Upper Terrace Road reported a man walking onto their property, looking through windows, and taking photos with a cellphone. No attempt was made to enter the home.
The individual is described as Caucasian, approximately 5’10”, with a slim build and brown hair greying at the sides. He was last seen wearing a t-shirt and shorts.
