Ever since the initial project introduction in February 2023, the drafted Quadra McKenzie Plan has undergone extensive public engagement.
Now in phase three of the development process, Saanich is seeking further public feedback as they work to refine the plan over the next few months.
As stated in a media release, the Draft Quadra McKenzie Plan (QMP) outlines a vision, policy direction and actions that will guide future development in the area over the next 20 years.
The QMP area covers around 780 hectares and is located in the southeastern part of the District of Saanich, including two major transportation routes: McKenzie Avenue and Quadra Street.
According to the district, the plan will address the climate and housing crises, as well as lay foundations for creating healthy communities with a variety of housing options, transportation infrastructure, public spaces and amenities within walking distance for residents.
Certain changes may include shifting from two vehicle lanes to one in each direction, with the others being converted into lanes for buses for efficient, rapid transit, and the installation of bike lanes and upgraded sidewalks.
Additionally, development would expand housing and employment opportunities alongside economic opportunities and services, all within the ‘15-minute’ approach—ensuring these amenities are within walking distance of residents.

The full Draft Plan is available for viewing on the Saanich website, and the public is invited to share their thoughts by completing a survey on HelloSaanich or by taking part in their upcoming engagement events.
These include an online webinar scheduled for Wednesday, October 30th at 12 p.m. and 6:30 p.m., in-person open houses on Saturday, November 2nd at 11 a.m. and Tuesday, November 5th at 4 p.m.
