No charges recommended in fatal crash that killed Oak Bay worker in 2023

No charges are being recommended in the fatal crash which killed an employee of the District of Oak Bay near Bowker Park. 

Last year, at around 8 a.m. on May 17th, 52-year-old Steven Seekins was working in a construction zone inspecting a manhole cover on Monterey Avenue when a driver left the road and struck him. 

Seekins succumbed to his injuries on-site. 

Both Oak Bay Police and Saanich Police investigated the fatal collision and in January 2024 submitted a report to the Crown and BC Prosecution Service BCPS. 

Their report detailed evidence of the incident, which had determined the elderly woman who had been driving the vehicle that struck Seekins had been experiencing a medical episode at the time of the collision.

The BCPS confirmed the report’s findings that the charge assessment standard had not been met in this situation. 

Because of this, no criminal charges were laid against the elderly driver who struck Seekins. 

Oak Bay Police says that Seekins’ family have since been notified of this decision.

“Our thoughts are with Mr. Seekins’ wife, their two young children and extended family. They ask that their privacy be respected,” said Oak Bay Police in a statement. 

“The Oak Bay Police Department will continue to focus on supporting the Seekins family, the District of Oak Bay Staff, First Responders, Police Officers, and community members who have been deeply impacted by this tragic event.”
