Petition for nationwide ‘Silver Alert’ for missing seniors relaunched by Victoria resident

A Victoria resident is once again urging the federal government to implement a Canada-wide Silver Alert system—this time with even more urgency.

Britt Moberg, whose father Earl went missing from Winnipeg in December 2022 and has never been found, says she’s had to relaunch her petition from scratch after an early federal election rendered the first version void.

The original petition, which closed in January of this year, had gathered 4,673 signatures from Canadians across the country. But due to the timing of the election, none of those names could be counted.

“I’ve re-posted the same petition,” Moberg told Victoria Buzz. “It’s now known as e-6491. The support is still there—we just need to rebuild from the beginning.”

The proposed Silver Alert system would work similarly to Amber Alerts, except it would be used when a senior with dementia or Alzheimer’s goes missing. Alerts would be issued to the public in a targeted area to help locate the individual quickly and safely.

According to the Alzheimer Society of Canada, nearly one million people will be living with dementia by the year 2030. And Public Safety Canada reports that 60% of people with dementia will go missing at least once.

If they’re not found within 12 hours, the risk of injury or death from hypothermia, dehydration, or drowning increases dramatically.

Moberg’s call for action is echoed by others across the province.

The families of Shin Noh, Jarmail Sanghera, and most recently Christian Dube—a 64-year-old Saanich man who was found deceased in Langford in December 2024 after walking out of his care facility—have also been vocal about the need for a Silver Alert system.

June 12th marked one and a half years since Earl Moberg disappeared. His family has received no answers. No closure.

“I’m asking people to sign and share this petition—not just for my father, but for every family who has lived this nightmare,” Moberg said.

The new petition is open until October 2nd, 2025, and is available to all Canadian citizens and residents. There is no minimum age requirement to sign.
