On Thursday, the City of Langford announced that a development, which has been stalled for years, has been deemed hazardous to an adjacent property.
The development is called “The Scene” and is located at 2748 Peatt Road, which was rezoned by city council in January 2022 to allow for a high rise complex to be built.
The Scene is owned and managed by Evantra Developments, which is based out of Surrey.
This building was to consist of two towers, standing 18 and 24 storeys, and both would rise from a common podium.
Excavation started on the site in January 2023, and some shoring was installed at this time. Shoring is meant to provide temporary support to a building, structure or trench to prevent collapse during excavation.
The City says that since excavation, there has been little progress on the site development.
It wasn’t until April 2025 that a foundation permit was issued and in October 2025 some minor footings were poured.
The site was only recently deemed hazardous after City officials conducted standard building regulation and due diligence processes.
Langford then hired an independent engineering firm to conduct a peer review of the geotechnical information of the site. During this review, engineers identified concerns with the shoring and determined it may pose a public safety risk.
The issue is that there is a risk of sloughing along the southern wall of the excavation. This section of shoring is near a neighbouring strata property which could create a risk if heavy trucks or emergency vehicles were to access the affected road.
Engineers have since recommended that the strata road not be used by heavy vehicles such as garbage trucks, moving or delivery vehicles or emergency vehicles, until the situation is resolved.
Residents of the strata will not need to evacuate their homes.
The City says that Mayor Scott Goodmanson and auxiliary staff attended the strata on Thursday, February 13th to personally deliver letters to each resident providing immediate notification and answering any questions.
What will be done?
City council held a special meeting on Thursday as well to discuss what action would be taken to remedy the situation.
Council was to consider whether or not to issue a Remedial Action Order, which would require the property owner to take immediate steps to address the hazardous condition.
If Evantra Developments does not take the required steps and complete the necessary work within two weeks, the Remedial Action Order would allow the Langford to step in and do the work at the developers’ expense.
Evantra has until February 25th at noon to step in.
On Saturday, February 28th, the City will host a town hall meeting for residents to speak their mind on the development, as there have reportedly been other issues with the site impacting the community.
The location of the town hall has yet to be announced.
