Saanich proposes 350-400 units in multiple towers near Royal Oak Shopping Centre

The District of Saanich is considering allowing the development of a multiple tower housing complex near the Royal Oak Shopping Centre. 

Saanich hopes this project will provide between 350 and 400 units of housing once complete.  

The proposed development would be built on five parcels of District-owned land, just off the Patricia Bay Highway. 

The first step in this housing endeavour is to inform the public on the proposed project, then rezone the lands in a way that is consistent with the District’s Official Community Plan. 

The properties on which this development could be built include four parcels of land on West Saanich Road, with the remaining parcel just to the north. 

The fifth parcel is reportedly not going to be considered for development, but is being included as part of the concept plan.

A developer has not yet been chosen, and the District says they intend to first market the land for sale, then evaluate proposals from development firms and choose one that would best benefit the community. 

There will be a public engagement campaign to prepare a development concept plan and provide an opportunity for public input that will inform the District in any rezoning decisions. 

Saanich says the development concept plan will address issues such as:

  • Land use objectives goals and policies
  • Permitted uses, development massing, density and siting
  • Design guidelines
  • Street frontage, parking, access, servicing and an active transportation plan
  • Transit, transportation and road improvements

The upcoming public engagement campaign will provide an opportunity to engage with the community, adjacent local businesses, landowners as well as various agencies including BC Transit and the Ministry of Transportation.

The first open house was held last week on April 3rd, but the District will provide additional opportunities for input.
